NETA World StaffSpecifications & Standards, Spring 2025 Specifications & Standards

ANSI/NETA ATS–2021 SCHEDULED FOR RELEASE AT POWERTEST 2025 AND PRE-SALE IN THE NETA BOOKSTORE

ANSI/NETA ATS, Standard for Acceptance Testing Specifications for Electrical Power Equipment & Systems, 2021 Edition, is currently being revised following the ANSI consensus process. An additional 14-day Recirculation Ballot began December 6, 2024, and ended December 20, 2024, with the Public Comment period extended to January 3, 2025. NETA will complete the revision process and submit the BSR-9 to ANSI by the end of January.

ANSI/NETA ATS covers suggested field tests and inspections for assessing the suitability for initial energization of electrical power equipment and systems. The purpose of these specifications is to assure that tested electrical equipment and systems are operational, are within applicable standards and manufacturers’ tolerances, and are installed in accordance with design specifications.

New content includes Section 7.28 Battery Energy Storage Systems (BESS) and Section 7.29 Solar Photovoltaic (PV) Systems, updated Tables in Section 100.6 Medium-Voltage Cables Acceptance Test Values, and Appendix B Guidance for Circuit Reliability Considerations for Medium and High Voltage Cable Methods of Test. The current version of the ANSI/NETA ATS-2021 is available for purchase at the NETA Bookstore at www.netaworld.org.

ANSI/NETA ETT–2022 REVISION BEGINS IN 2025

ANSI/NETA ETT, Standard for Certification of Electrical Testing Technicians, completed the American National Standard revision process and was granted ANSI administrative approval on January 7, 2022. The new edition was released at PowerTest in March 2022 and supersedes the 2018 edition. The next revision will begin in April 2025 for release at PowerTest 2026. New content will include the updated Detailed Content Outline (DCO) published in early 2023.

ANSI/NETA ETT establishes minimum requirements for qualifications, certification, training, and experience for the electrical testing technician. It provides criteria for documenting qualifications for certification and details the minimum qualifications for an independent and impartial certifying body to certify electrical testing technicians.

ANSI/NETA MTS–2023 REVISION BEGINS FALL 2025

ANSI/NETA MTS–2023, Standard for Maintenance Testing Specifications for Electrical Power Equipment and Systems, has issued an errata for Section 7 Inspections and Test Procedures including Section 7.23 Communications and Section 7.24.1 Automatic Circuit Reclosers and Line Sectionalizers, Automatic Circuit Reclosers, Oil/Vacuum. Please visit the NETA website at www.netaworld.org/standards/ansi-neta-mts to view the errata details.

The NETA Standards Review Council will be utilizing Working Groups to assist in the initial comment recommendations from a variety of industry experts for the next revision of ANSI/NETA MTS-2023. These Working Groups, which will begin in July 2025 by invitation, will be used as a beta to formalize the process prior to the next revision of ANSI/NETA ECS and ANSI/NETA ATS. NETA will publish the process and requirements to be considered for the Working Groups for these revisions on the NETA Standards webpage.

ANSI/NETA MTS contains specifications for suggested field tests and inspections to assess the suitability for continued service and reliability of electrical power equipment and systems. The purpose of these specifications is to assure that tested electrical equipment and systems are operational and within applicable standards and manufacturers’ tolerances, and that the equipment and systems are suitable for continued service. ANSI/NETA MTS–2023 revisions include a comprehensive update to the Cables section, as well as a new section for Electric Vehicle Charging Systems. ANSI/NETA MTS2023 is available for purchase at the NETA Bookstore at www.netaworld.org.

ANSI/NETA ECS–2024 REVISION COMPLETE

ANSI/NETA ECS-2024, Standard for Electrical Commissioning of Electrical Power Equipment & Systems, 2024 Edition, completed the American National Standard revision process. ANSI administrative approval was received on July 2, 2024. ANSI/NETA ECS–2024 supersedes the 2020 Edition.

ANSI/NETA ECS describes the systematic process of documenting and placing into service newly installed or retrofitted electrical power equipment and systems. This document shall be used in conjunction with the most recent edition of ANSI/NETA ATS, Standard for Acceptance Testing Specifications for Electrical Power Equipment & Systems. The individual electrical components shall be subjected to factory and field tests, as required, to validate the individual components. It is not the intent of these specifications to provide comprehensive details on the commissioning of mechanical equipment, mechanical instrumentation systems, and related components.

The ANSI/NETA ECS revision includes the following new sections for Source-Specific Systems Commissioning:

  • Photovoltaic (PV)
  • Uninterruptible Power Supply (UPS)
  • Automatic Transfer Switches (ATS)
